摘要
The notion of '1/f noise' and data analysis for glassy state of water and generally for dipolar materials are discussed. Most ultraviscous liquid have shown an asymmetric distribution of relaxation times. The relaxation functions for fitting the dielectric data are empirical, and although they have been variously modeled, there is no independent test or molecular mechanism for such functions. Tan δ of water in the 120-150 K range has a dipole relaxation contribution and should not be rejected as 'background 1/f noise'.
