摘要
The predominant project delivery systems on the German construction market in the turn-key building construction segment are proving to be inefficient and susceptible to conflict. Project partnering models are consciously tailored to the conditions to be found in practice. They can help reduce the systemic potential for conflict inherent in the conventional contractual arrangement between owner and general contractor and increase efficiency in project delivery. Core elements critical for success in project partnering models include unequivocal work specifications, balanced spreading of risk and the transparent structure of lump sum prices. Increase of efficiency is effected by incorporating the general contractor into the planning phase, out-of-court conflict solution models and joint project controlling. The latter includes the intersection of the controlling subjects relevant to both contractual parties with reference to the defined costs, time and quality targets and, in particular, change order management and communication among those involved in the project.
