This paper focuses on the historical background of the current county tourism economy with a profound analysis of the opportunities and challenge of the county tourism economy, and combined with the specific cases raised by institutional innovation, integration and development, it stimulates tourism development of new driving force to achieve tourism concept, tour operators Uof county travel ideas. Therefore, this paper has a strong theoretical and practical significance to the sustainable development of the tourism economy of the county.
