摘要：

While the Rising of Mid-China has been strategically planned, the facts show that scientific and technical human resource (STHR) of mid-China is the obstacle. The stakeholders now focus on how to realize the basic role of STHRD for the strategy. This paper analyzes the urgent status quo of STHR of mid-China from strategy, resource, brain-drain and structure perspectives. Secondly, we analyze the macro conditions from human capital theory and endogenous growth theory perspective. Thirdly, we analyze the micro bases from human resource competitive strategy perspective, and finally, we propose relative suggestions..
