Research results as follows: The development of festival is begin to take shape and the economic and social effect is obvious. Regional sports tourism is in a ribbon development and has a wide perspective while sluggish. Regional identity, the consistency of the target and the rich experience are the coupled base. With the help of festival cluster, the regional sports tourism zone can be famous in a short period of time, and the festival cluster also will gain new development power. So we should strengthen the festival cluster internal linkage, increase the sports tourism elements in festival content and form. Furthermore, we will to expand the festival development direction to the marine for promoting cultural, sports and tourism integration.
