摘要
In the legislative debates surrounding the passage of the laws governing copyright in the information society a so-called,third basket covering the particular requirements of education and research was already envisioned in 2006 The Upper House of German Parliament (Bundesrat) had demanded then a copyright more amenable to education and research or even a copyright law for the scientific world Germany's alliance of scientific and academic organizations considers the enactment of these supplemental regulations, which are of immense significance for scientific research, to be of utmost priority within the current legislative period Therefore it has presented the lawmakers with specific recommendations with regard to such Issues as secondary publication rights, orphan works, and general limitations and exceptions to copyright for the benefit of research
