INTERFEDERATIVE JOINT URBAN OPERATION: STUDY ON THE METROPOLITAN AREA OF RIO DE JANEIRO

This is an exploratory research on art. 34-A of the City Statute, with the objective of outline its application in the context of the Metropolitan Area of Rio de Janeiro. Considering the lack of cases of Interfederative Joint Urban Operations in Brazil and the lack of doctrinal treatment on the subject, the research is based on a bibliographic review on the subject of metropolitan law, exploring its interface with the new provision of the City Statute, through the qualitative method. The result will be the legal parameters, outlined throughout the research, by which the institution of Interfederative Joint Urban Operations in metropolitan areas is admitted, based on the specific study of the Metropolitan Area of Rio de Janeiro. Finally, the application of the new institution brought by the Metropolis Statute is supported, provided that the legal limits now stipulated, as a means of enabling large urban projects in Brazilian metropolises.
