An assessment of environmental eco-efficiency to the Chinese northwest region

This paper analyzed and assessed the environmental eco-efficiency to the northwestern region for making the sustainable development policies scientifically. Firstly, it defines the environmental eco-efficiency, systematically analyzes the characteristics of input and output based on the commodity entire life cycle, and puts forward the supposition conditions for assessment and builds the appraisal index system of the environmental eco-efficiency. Secondly, the values of p(i) (i = 1, 2,..., m) are calculated with using cost-benefit method and the Analytic Hierarchy Process. It is known that the less minimal the value is, the better the environmental eco-efficiency. Lastly, according to the 2001 statistical data of the northwest region, standardized the data, and ranked the order of the northwest five provinces' environmental eco-efficiency. That is Xinjiang, Shaanxi, Qinghai, Gansu, Ningxia. There is larger gap between the value of Ningxia and the others. The relative government departments of the Ningxia Hui Autonomous Region should adjust the industrial policies to change the industry structure of the area, strictly restrict the projects with larger energy consumption, and make environmental protection policies to reduce water environment pollution. It is useful and effective for the method adopted in this paper to assessment the environmental eco-efficiency.
