Assessment of the Compliance of the University's Students Output with the Labor Market Requirements

Modern realities of the Russian universities development are characterized by the availability of different priorities at universities: both national and regional. Despite the efforts of Russian universities to increase competitiveness in the international market of educational services, their commitments to develop the human resources capacity of the region remain. At the same time, increasing the human potential is one of the most important factors in the region's social and economic development. This article is devoted to the problem of modeling the optimal correlation between the volume and structure of students' output by the university, and the demand of regional labor markets. One of the key features of the proposed model is the consideration of individual preferences of students, from a financial point of view, when adjusting the structure of the university's graduation. It is necessary to emphasize the importance of studying the relationship between the labor market and the higher education system through feedback mechanisms in the form of interviews with graduates of higher education institutions, who were employed within six months after graduation, both from a scientific and from a practical point of view. In order to meet the needs of the regional labor market in highly qualified specialists and to forecast their output, it is necessary to form value orientations to enroll in the magistracy talented students, who succeeded in revealing to a greater or lesser extent the propensity to professional activity for which they received basic knowledge, studying in bachelor's degree. Our approach involves a combination of an agent-based model with an econometric model of maximizing the expected students salary and with a search and matching model at the final stage of the model. At the first level of the multi-level model construction, an econometric model of adjusting the educational paths is performed in accordance with the students interests. On the second stage, the agent-based model describes the behavior of agents in a sample of 10 594 students. At the third stage, the structure of students graduating is adjusted in accordance with the needs of the labor market. The prospect of the research is the introduction of feedback mechanisms from graduates in regional universities in the form of online surveys for the integrated assessment of the quality of university's educational programs using administrative data on graduates educational paths.
