Passed as part of the Republican "Contract with America," the Reform Act is a multifaceted effort to curb perceived abuses, principally by plaintiffs and their lawyers, in private securities litigation. This article examines the Reform Act's provisions, the questions they raise, and the likelihood that they will prove effective in achieving their goals.
