摘要
As the practice main body of the modern public administration, civil servant is not only the concrete practitioner of administrative action and the main loader of administrative ethics relations, but also is the provider of social public service. Whether the civil servant is competent for the administrative role, the fulfillment of administration function and the supplies for social public service is affected directly by their administrative ethics condition. From the new public service theory perspective, civil servant administration ethics should contain the fair standpoint, responsibility consciousness, the service spirit and the administrative conscience and other main contents. Cultivating the civil servant administration ethics should be enhanced by the enhancement of administration ethics education, the speeding up of the administrative ethics legislation, the consummation of administration ethics system construction, the strengthening of the surveillance and restricts to the authority and the placing importance on administrative, organic and cultural reconstructions.
