Research on Government's Public Service function of Sports-in the Perspective of New Public Service Theory

"New Public Service" theory is a new set of contemporary ideas about public administration. The core idea is that the government's role is to service but not control. Under the background of building service-oriented government in China, the role of the government's public service function is to promote the sports service development to meet the demands of the reality of civil service. Firstly, with literature analysis, logical analysis, expert interviews, etc., the paper aims to clarify the concepts and theories. Secondly, it analyzes the functions of the government's public service status and physical problems. Finally, considering the public service awareness in sporting public services of the new public service theory, we believe that the citizen (customer) is the leading part in the government's sports public service.
