摘要：
The protection and utilization of natural and cultural heritage relies largely on the improvement of management. In this paper, the author stresses that it is necessary to establish an effective management system, create a good legal environment, as well as strengthen ideological construction about the protection and utilization of the natural and cultural heritage.
