摘要：
The economic losses from natural disasters are comparable to the gross national revenues in some countries. Therefore, the measures on mitigation the damages from natural disasters should be an integral part of the national strategy in the sustainable economic development. Taking into account the ever growing natural and natural-anthropogenic disasters closely related to industrial accidents, the necessity arises in development of a theory and techniques of ensuring safety, based on a combined approach to the disaster treatment.
