New goals for Europe-wide technology policy are emerging. With maturing views about the world economies, the emphasis of European Union policies shifted to new concerns with intellectual property rights, deregulation, venture capital and small businesses. Consequently, two key issues have surfaced: how to get multinationals, seen as the major players and drivers of an increasingly globalized system, to invest locally in Europe; and the ability to supply and service these firms, many of which have down-sized or de-layered, shifting jobs from their company structures to associated networks of outside companies.
