Cluster Organization Principles and the Concept of Training Cluster Managers

摘要
New principles of organizing clusters based on the microeconomic approach are outlined. Synergetic effect is considered as a key characteristic of the cluster. The cluster model includes the following main elements: economies of scale and diversity; decrease in transaction costs; multiplier of cluster interactions; the effect of mutually beneficial exchange; positive external cluster effect. Based on the proposed model of the cluster, the concept of training cluster managers is outlined. The foreign and domestic experience of formation of professional and qualification characteristics of cluster managers is considered. The systematized data are given. Proposals are given on the implementation of the proposed competencies in accordance with the principles of cluster organization.
