摘要：
Over the next 10 to 15 years, there will be in excess of 4 billion people living in the Asia-Pacific region, almost half of them in cities. Over 30 Asian cities-compared to only six Euro pean cities-will have populations in excess of 5 million. The current infrastructure development backlog in Asian cities, plus the infrastructure demands of economic growth and urban migration, make public-private cooperation in infrastructure financing and management an urgent matter.
