Improvement of Public Property Right Operation Mechanism

When property right means is wielded in solving the external problems in the field of public resources, the initial configuration of public property right and the relevant institutional arrangement should be considered. This paper believes that better action motivation for preventing from encroachment and higher social welfare can be obtained when public property right is initially allocated to citizens and entrusted to the government. On the basis of initial allocation of public property right, it is then to establish corresponding property right transaction system, confirm the legitimate status of public property right, punish the behaviors of encroaching public property right and encourage the public to monitor public property right from the bottom to the top and establish other supporting measures and systems so as to guarantee good operation of public property right system.
