Risk Assessment of BOT Infrastructure Projects for Contractors Based on GIOWA Operator

BOT as a international engineering construction model involved in large infrastructure projects which have complex structure, long construction period,high cost,and many other factors.To make BOT contractor accurately assess the risk in this project, thereby formulate risk countermeasures according to the evaluation results, this paper analysis all kinds of potential risk factors in the construction phase from the angle of the contractor, which constructs three-level index system of risk assessment.By using the method of AHP based on GIOWA operator,it sets up a risk assessment model for BOT construction project,and divide the risks impact into five grades to analysis.Empirical shows that the method is reasonable and feasible.
