摘要
The article aims to analyze the process of construction of the Brazilian housing policy between the period of the working villages to the National Housing Bank. This is a bibliographic review on the topic. As a result, the study enables a critical understanding of the State's fragile initiatives to materialize a housing policy that would serve everyone and, especially, the population in a situation of vulnerability. Thus, it appears that the construction of a housing policy has always been based on the logic of housing as a product of the market and consumption, not easily accessible, without guarantee of social protection. It is concluded that the actions carried out in this context have evidenced the absence of a housing policy that strives to serve the low-income population in a dignified manner. Nowadays, it is still visible to see housing actions that structure the house as a roof and not as a home.
