摘要
This article is based on the idea that, although the human capital plays a very important role for the economic development, not any accumulation of this factor generates economic growth. Relying on qualitative analysis, we attempt to demonstrate that, in the case of Romania, the issue of financing the education should be thought in close relationship between the stage of development and the workforce level. We underline that, no matter how much the Romanian tertiary education will be financed, the expected economic effects will not be achieved as long as on primary and secondary level there is no qualitative revolution.
