Occupation, competitiveness and investment in human capital. An alternative proposal for development

The article presents displays a novel exposition, on the alternative to increase the levels of occupation, in a scene of diminution of the poverty and misery, from the direct subsidy of the manual labor on the part of the State, until obtaining that the investor, can obtain in the market, wages similar to those of the People's Republic of China, within complementary policies of qualification of the development and manual labor of science programs and technology.
