So, all the countries around the world have the responsibility and obligation of protecting Marine industrial structure by adjusting its structure to build the legal system of the Marine environment protection cooperation mechanism, organization set and concrete system arrangement, and form the long-term mechanism of the Marine environment protection cooperation in order to achieve the sustainable development of Marine resources and environment. Marine economic growth is not based on the expense of the destruction of the Marine environment to ensure the Marine environment and sustainable development.
