The Analysis of the Problems Existed in the University Scientific Research Funds Management

With the development of the national economy, the requirement of all sectors of the community for the university scientific research achievements is bigger and bigger day after day, this article summarizes the following problems from the practical work of the university financial work and attempts to propose the solution. It mainly concerns the problems that the audit controlling of the finance reimbursement is not strict; the checking and supervision potency is weak; paying an attention to the project approval and not paying an attention to the funds management process. This article analyses the similarities and differences of the different management methods of the different projects, such as: the National Natural Fund, the "863" project, the"973"project, the National Support Project, the Natural Foundation of Beijing, etc, and this article also preliminary proposes the direct jointing scheme between the accounting subject and the different project audits.
