Intra-county HR Development Research from China Urban-Rural Integration Perspective

The development of intra-county human resource (HR) is crucial in improving the urban and rural labor productivity and facilitating the urban and rural industrial structural adjustment and upgrade. It is an important way to achieve the coordination of rural and urban development. However, due to the gap of living standard between urban and rural areas, it has resulted in the structural shortage, loss and wastage of intra-county human resource. Therefore, the situation resulted from the above facts is that although within the county, it has produced rich human resource, in the meantime there is relative lack of good human resource, which has greatly restricted the development of county economy. At present, in order to accelerate the county economic development, it is essential to rely on human resource development as the foundation for planning and arranging urban and rural area socioeconomic development and through the county human resource development and application, to impel the sustainable development of intra-county economy.
