摘要：
Concerning the solutions to ethical dilemmas facing by public administrators, scholars would always study it in two ways: one from the external perspective, the other from the internal perspective. Even though the two means have been extensively studied and put into practice, why are there still such irresponsible and immoral conducts as corruption and embezzlement existing in reality? In addition, the following questions also arouse great concern: Is it necessary for us to seek a third 'uncontrollable' means to supplement the previous two? Does this kind of means really exist? How to define this kind of means? Based on these questions, to seek the uncontrollable means is of great necessity.
