摘要：
Talent is the root of innovation. The principle that systemic structure determines its function indicates that the structure of talents in the National Innovation System (NIS) determines its innovation abilities directly. The significance of the optimum structure of talents in the NIS is indicated. The principles and strategic emphases are put forward too by analyzing the contradictions of the system's structure of talents.
