摘要
The Western Development has priority status in China's overall strategy of regional balanced development. In the ten years since the Western Development, under the guidance of the original policy measures, the socio-economic development of the whole and partition region have achieved great growth, and the industrial structure has been also changed. In this new situation, it is necessary to re-study and put forward new economic development policy measures according to existing economic development situation in the western region. This paper builds a comprehensive assessment index system formed of 4-class 9 indicators, takes the 12 provinces(autonomous regions and municipalities) as research units, and rates the level of their economic development using SPSS software and related analysis methods, and divides them into four classes: Sichuan, Inner Mongolia belong to the high development class, Shaanxi, Chongqing belong to the middle high development class, Guangxi, Yunnan and Xinjiang belong to the medium development class, and Guizhou, Gansu, Ningxia, Qinghai and Tibet belong to the lagged development class. The evaluation results also indicate that the whole economic development level of the western region is low, the differences between these 12 regions are significant, Inner Mongolia has a sudden rise. And thus the paper proposes a series of targeted development policy measures: stick to coordinated development, continue to promote economic restructuring; increase capital investment and government efforts in poverty alleviation and development; persist in reforming and opening up, further enhance the development motive power and vitality; rely on the traffic lines and promote the development of key areas firstly.
