On Administrative Ethics Construction under Service-oriented Governance Model in China

Service-oriented governance model is the government modality of post industrial society. Taking trust and cooperation mechanism production as the essential feature, with provision of collective services to the society as the primary purpose, this paper emphasizes conformity governance to the society. This model has proposed many requests to the administrative ethics, like to put the public welfare, equality and justice as the supreme, to undertake the moral obligation, to realize broadest cooperation and trust and so on. In order to effectively construct administrative ethics under the service-oriented governance, we should start from the interior and the external control, to strengthen administrative ethics legislation and administration ethics surveillance, promote administrative ethics propaganda, develop administration ethical education and occupational ethics training, cultivate ethical public administration culture, as well as implement morals motivation.
