摘要
The article discusses the expansion of the Federal Network of Professional, Scientific and Technological Education (EPCT), based on the new institutionality with the implementation of the Federal Institutes (IFs) in the scope of public and educational policies in Brazil, during the Lula government, highlighting the movements sociopolitical factors involved in its constitution. The methodological analysis focuses on a bibliographic and documentary study with consultation of legislation and normative documents of the Ministry of Education (MEC), anchored in the dialectical historical method. The discussion allowed us to analyze the historical, socioeconomic and political movements that marked the consolidation of the Federal Institutes (IFs). In summary, the new institutionality is characterized by the transformation of the purposes, the type of work developed, by the change in the public that accesses the new institution through the expansion policy. This fact has brought significant educational advances in terms of regional development and social inclusion, although there are limitations and challenges for the materialization of political-educational actions that meet the purposes of their creation.
