摘要
Scientific and technological innovation policy plays an important role in the development of national scientific and technological innovation. Science and technology innovation policy research is also an interdisciplinary field of management and policy. The complex science is prevalent in the 21st century and the operation system of science and technology innovation policy is also very complicated. Therefore, this paper analyzes the complexity characteristics of China's science and technology innovation policy from three stages, policy making, implementation and evaluation, and then elaborates the application of different simulation methods in this field based on the research paradigm of the complexity policy. Finally, it summarizes the value and significance of introducing the complex theory into the field of scientific and technological innovation policy, evaluating the policy simulation methods and putting forward the prospect of policy simulation in the future.
