摘要：
Our study used regression model to predict reliable IRR from past BOT cases at Taiwan where set PPP into action. Then we relied on reliable IRR and standard error with significant level to infer it's range. And, the range could be supposed as an accepting value between public and private. All of the above, we finally used the predict value to solve the factors of financial project and provide an equitable context when public-private in negotiation.
