摘要
PPP is a new mode of financing and public service. In recent years PPP has been widely applied in China. Energy saving and emission reduction is the project which Chinese government keeps paying high attention to. The Application of PPP financing model in energy saving and emission reduction projects can introduce private capital. It can not only reduce the government's financial pressure, but also promote the development of environmental protection facilities. This paper compares and generalizes the application of PPP abroad, to explore the construction of PPP financing mode in the field of emission-reduction in China; the paper analyzes the existing problems and shortcomings, and puts forward the framework of the construction of PPP financing mode in emission-reduction, in order to help emission reduction career survive and develop healthily in China.
