摘要
Low-carbon development is a new method of human ecologic civilization and is an important countermeasure to cope with global climate change. With the rapid development of information technology, how to support low-carbon development by information technology is a meaningful subject to study. This paper put forth the conception of internet of energy-saving and emission-reduction (IE&E) and its framework, key technologies. IE&E is new application in the area of energy-saving and emission-reduction based on internet and internet of things. IE&E is a new internet system which has special function and structure compared with internet and internet of things, as it integrates information flow, material flow, energy flow and notion flow. Its purpose is for energy-saving and emission-reduction by information technology, and it will be used for the government decision-making and enterprise' energy-saving and emission-reduction. The framework of IE&E includes perception layer technology, network layer technology, application layer technology and common technology. The key technologies of IE&E are the dynamic monitoring technology and spatial information technology. At the end of this article, countermeasures to promote the development of regional low-carbon with IE&E are set forth.
