摘要：
In this paper, the theoretical basis of the findings and technological innovation capability at home and abroad, and the status of the software industry in Jilin Province innovation capability assessment, followed by the factors that influence innovation and development, based on the characteristics of the current state of the software industry and research techniques, proposed to increase the software industry the basic countermeasure development.
