Electricity universal service in restructuring, power sector: The case of China

摘要
The worldwide deregulation of the electric sector has brought radical changes to the business model and the management of the sector, as well as, to the public service mechanism. New policy and regulatory framework are required. This paper firstly makes a review of the researches on the policy and mechanisms of the electricity universal service (US) in the traditional and restructuring electric sector respectively. Then on the basis of the authors' survey and investigation, the, paper analyzes the actual situation of EUS in China and figures out the challenges for performing EUS in the restructuring electricity industry. Some policy measures and regulatory, mechanisms are proposed for promoting EUS in China. Two mechanisms of Assignment and Fund are studied and the Fund mechanism is proposed. In addition,a process of DOBT (Pesign-Operate(bid)-Built-Transfer) in project management is discussed for its application in the operation of the electricity universal service projects.
