Management of Organizational Culture in Various Stages of Process Maturity of City Halls in Poland

摘要
The functioning of City Halls depends on many formal conditions, largely legal but also on the employed staff, who create a specific organizational culture. Appropriate and comprehensive management process within public administration as a fixed element is still poorly implemented; it sets new trends and opportunities in the field of human resources management, teamwork or leadership, which translates into better management of the organizational culture. This study focuses on the organizational culture as a collective of values supporting the use of process solutions within organizations. The main research objective was to define the management tools used in managing the organizational culture in City Halls at different process maturity stages. For the purpose of the research, a target selection method was used, which resulted in choosing 269 cities with population above 20000. The research was conducted using the CATI (Computer Assisted Telephone Interview) method. As a result, correctly completed questionnaire surveys were collected from 174 City Halls (64.7% of studied sample). As part of the research 29 organizational management tools in the surveyed Halls were identified.
