摘要：
In this paper, concerning about the common problems in the learning resources of colleges and universities, the measures for the construction of network learning resources platform, resources, and evaluation system are raised, aiming to open up, share and effectively improve the teaching efficiency, promote learners to change the mode of learning and also improve their ability in innovation practice.
