On the problems of motivation of innovation activities and financing of scientific-research and pilot-engineering operations

Reviewed are conditions for forming of non-budgetary funds and, procedures for using funds, accumulated in such. funds. It is noted, that existing system of taxation does not stimulate enterpises to apply cost-saving mechanism. A conclusion is made, that selection of powerful scientific organization as general contractor opens new possibilities for realization of priority directions of scientific-industrial progress, most needed by concrete, organization.
