The paper deals with the state of the demographic ageing process in Cuba as well as with what that means in terms of the transformations of the age structure of the population and its effect on the availability of manpower in the country, the demographic dividend, the gender dividend and the causes leading to the extinction of that first demographic dividend. The paper finally offers a proposal of a comprehensive population policy aimed to obtaining explicit goals on human development.
