摘要
With the increasing degree of population aging, the functions of traditional family endowment and institution endowment are in serious decline, and endowment service is under increased pressure at present. The experience of the developed countries shows that volunteer service is one of important and positive factors for promoting vigorous development of social endowment service. As an important complement of public service, volunteer service is an effective way to allow the government to participate in social management. From the development experience of volunteer service in foreign countries, this paper analyzes the feasibility and the main modes of the participation in endowment service for volunteer service. Then, based on the endowment demand and the development of volunteer service in China, this paper investigates the way, key tasks and effects involving in different phases of the participation, formulates countermeasures and suggestions on supporting policy, perfect-facilities and incentive mechanism. The aim of this paper is to provide a reference to establish a social endowment service system, which is able to keep pace with the development of social situation, meet diversified and multilevel service demands for the aged in China.
