Citizen-centric Measurement of Official Web-sites as a Step Towards E-government in Russia

摘要
This paper presents the joint Russian-Swiss research project aimed at systematical evaluation of Russian E-government, and its comparative analysis in international perspective. This kind of research is quite innovative due to the use of new computer-based multilingual content measurement systems. Suggested approach includes a comparison of the E-services offered by government ("supply side") with citizens demands through using search engines ("demand side"). This reveals how important and how close to citizens today's' E-government concepts really are. Expected results of the project will outline the state-of-the-art E-government in Russia compared to Switzerland as a benchmark of E-government. It will allow systematic comparison of all important policy fields and contribute to better evaluations within both counties. The final goal of the project is to improve E-government action plans for public administrations in order to communicate closer to citizen's needs.
