摘要
As a special kind of employee in public institution, informal staff have become an important human resource for daily operation as well as institution reform. However, how to manage them effectively has not caught much attention. In this paper, we investigate the status of the informal staffs in ten public institutions. Our field survey indicates that low enthusiasm and high turnover rate are the main problems for the informal staff. Meanwhile, they also show a contradictory attitude towards the reform of institution. To address these problems, new human resource strategy should be made to improve their performance. In this paper, new strategies are discussed to enhance their loyalty including offering more positions to informal staff, increasing transparency of recruiting process as well as providing more non-monetary stimulation for informal staff.
