摘要：

The field investigation of Luquan City, Hebei Province pilot found the new rural endowment insurance system design and the process of policy implementation was still existing problem. The study proposes corresponding countermeasures according to the problems, hope to provide reference for the related departments to promote development of new rural endowment insurance is healthy, stability and sustainable, to really make the farmers a sense of security.
