摘要
Program for the Strengthening of Family Farming (Pronaf) can be understood as the main response given by the State towards the institutionalization of citizenship in the countryside after the 1988 Constitution. This study aims to execute historical re-signification of the development of such program, starting from the discursive field around the creation and maintenance of the program in the mandates of Fernando Henrique Cardoso (1995-2002). For such, methodology was composed by an approach based on discourse theory of Ernesto Laclau and Chantal Mouffe, taking discursive practices around the program and evidencing a context of disputes and creation of new places and non-places to subjects involved in its dynamics.
