摘要：
This paper presents a new index system for measuring the technological capability of power industry in construction. The framework is based on the theoretical model that technological capability is presented by: hard power, soft power and technological ability. By using this new index system, power companies can measure their technological capability, find their shortcoming of science and technology, and establish suitable sci-tech development strategy.
