摘要
For Romania, the relevance of the knowledge-based organization came from the engagement of our country in the informational society - knowledge society evolution, a condition for a stable development and for the European and Euro-Atlantic integration. We would take a great risk if we accept the prejudgment that, being aware of the delays compared to the developed countries, the based on knowledge organization constitutes, on the national level, only a problem for the future, or that it represents an exaggerate sophistication and dispensable for the information developed effort. Phenomenological point of view, the Romanian organizational environment, couldn't have been an exemption from the global contemporary orientation towards knowledge. But, without a strategic option, it was unsystematically manifested, being localized especially at the informal level. The interpersonal informational intermediation, the informal knowledge transactions in and between organizations, the professional assistance accorded ad-hoc, the local improvisations in the knowledge management are examples who confirm such a vision [1, 2]. The big societies and institutions are very much attached by the configuration and the functionality of the hierarchic organization, even with the development of the informatics assistance. For the little private societies and the non-governmental organizations with international activity, the managerial and professional practices based on knowledge are already present, but in experimental, reversible shapes.
