摘要
The article analyzes possibilities for centralizing bids in the government of Sao Paulo, which has more than a thousand purchasing units. They differ in profiles and maturity, and have the autonomy to determine what needs to be acquired. The New Public Procurement Law is aimed at centralizing contracts, seeking to reduce the current fragmentation. The work collected information from technical documents and from the organization and profile of the arrangements of the purchasing areas of the two largest secretariats with regionalized structures (Education and Health). Interviews were also carried out with public agents and their experience in the sectors. Proposals are presented to overcome the identified dysfunctions, using operational efficiency, governance, sustainable purchasing and greater transparency of contracts entered into by the entire Sao Paulo public administration as assumptions.
