摘要
A cyber physical system Smart Cyber University (CyUni) is proposed; a system is characterized by the presence of the digitized space of regulatory rules, accurate monitoring and active cyber control by addressable components of scientific and educational processes, automatic generating operational regulatory actions, and also independent cyber decision making to manage financial and human resources and eliminating paper carriers from the scientific and educational processes. The main components of the smart cyber university are the following: an infrastructure, personnel, relationship, management, road map and resources, which are represented in cyberspace to provide scientific and educational processes based on digital monitoring and cloud-mobile management. We offer innovative services, which implement smart cyber university as a prototype of a global virtual research and educational cyberspace. The basic idea is to improve the quality of educational services and scientific achievements of high school through the introduction of the metric system of relationship defining the rules of digital monitoring and active cloud cyber management of scientific and educational processes that allows eliminating corruption, attracting foreign investment, increasing the productivity and living standards of constructive scientists and professors, creating a market-feasible products.
