The challenge of welfare: State or governance?

The article analyzes the crisis of the ties of the Welfare State, specifying some components of a social character. It centers on restructuring ways of providing welfare, taking into account the incorporation of diverse social actors in addition to the state, through the route of new governance. In this sense, it is linked to new practices in the design and implementation of public policies where the social element is fundamental The study considers that today, welfare policies are impossible without building new connections where governance networks are the key, showing that changes in the roles of state or government imply greater intervention of other social actors.
